By accessing GCW website. visitors are agreeing the GCW website provides information presently existing within the public domain made available for public review on numerous outside U.S. government websites.  Visitors/reviewers of GCW agree to the legal limitations listed in the terms of use, privacy policy and legal disclaimer to prevent visitors/reviewers of the GCW from connecting any issue/s in their personal lives to contents of the GCW website or its developers/maintainers by claiming contents of GCW caused/influenced negative/harmful/concerning events in their personal lives or triggered personal thoughts that led to personal choices of action or thoughts causing events in their personal lives.

Ambition of the GCW site is to promote personal understanding of U.S. Government within the context of being a citizen of the United States of America.  That citizens are granted rights and abilities by Federal and State Constitutions, codes, legislation and ethics guidelines that can be utilized to benefit personal lives, communities and the government itself.

The GCW site is not intended to help guilty persons appear innocent or innocent persons appear guilty in any context or for any purpose.

Visiting/reviewing the GCW site is a personal decision of users/visitors.  The act of visiting this site constitutes making an automatic agreement with developers/maintainers of the website that reviewing the website and its contents does not impose any risk or harm claimed by visitors to be the result of reviewing contents of the site, studying the site, or applying contents of the site to personal matters.  Nor is GCW staff responsible for the result of personal matters/issues when contents of the website were incorporated/repeated by users in their personal lives.

While the State of Wisconsin can generally hold copyright to some of its original works, public policy dictates that official legal documents like statutes, administrative rules, and court opinions are not copyrightable by either individuals or the state itself. An official/public servant attacking staff of GCW for reasons the website contents led a visitor to confront or attack them verbally, publicly or legally for missteps in office, is here disqualified by staff of GCW, since the website contents presently exist on government websites simultaneously.  As such, GCW cannot be singled out while website contents exist in multiple places online another than GCW.  Therefore the same information could have been reviewed on websites other than GCW which prevents singling out GCW contents as a cause.
